Bio

As Human Resources Manager, Tybias oversees HR operations within the SOE Human Resources Office, serves as a resource for faculty and staff, and strategic thought partner to the Director. In addition, Tybias:

  • Manages and oversees daily HR operations, addressing and resolving routine to moderately-complex HR matters, escalating highly complex, sensitive and unprecedented matters to the Director of Human Resources for resolution;
  • Coordinates the areas of: recruitment; separation; layoff (in consultation with HR Director); leave (TK proxy); creating, implementing and leading employee orientations; making recommendations for providing and/or promoting professional development opportunities, and training; assist with updating internal HR policy documents and the CDC employee handbook; leading, monitoring and advising on staff performance management process; providing guidance on policies, procedures, and regulations to assigned client groups;
  • Partners with the Director of Human Resources and Human Resources Coordinator to co-create, implement and evaluate internal HR policies and procedures which proactively address the needs of faculty, staff and wage employees, and the growth of our organizational unit;
  • Serves as a strategic thought partner and leader, recommending ways to reshape and reimagine HR services which contribute to a positive workplace environment for employees within the School;
  • Provides sound guidance and high-level services in HR functional areas such as: inclusive recruitment, new employee onboarding, compensation and classification, etc., and respond to the needs of assigned employee groups;
  • Exercises independent judgment for routine to moderately-complex issues while referring unprecedented issues to SOE HR Director for resolution. Performs work independently and as part of the SOEHR team;
  • Works in concert with VCU HR, in alignment with the VCU Great Place Policy, and the assigned client group; and
  • Ensures all work of this unit is grounded in and committed to diversity, equity, inclusion and respectful collaboration.
